What should be done about people smoking 'zu and breaking the law?

I've long held that smoking Kudzu is an acceptable past time, and actually reduces crime. Hoever it has come to my attention that certain individuals are smoking 'Zu (as it's called on the street) to a great extent AND violating the law.

I ask the citizens of puddleby. What shall be done?

I think the zu should be confiscated for research use by the PPD.

I'm unaware of this law. Well, I'm unaware of any laws so it could just be me.

What danger & what harm does 'zu smoking cause? It's not like it actually leads people to try the powdery white rock.

what is "anit-crime" ??? I'm not familiar with this particular crime. Do you mean "a nit-crime" and if so, is that like petty crime?
