You would never pick up items dropped by others or naturally spawning if you only have ReservePackspace left. So if you have 29 items, and a Reserve of 2 - you would pick up one Log of Wood, but no more.
Reserve would be filled by items 'dropped' as a result of breakage, chains and armour and whatnot else that drops components on breaking.
Reserve would be filled by using an explicit command like /pickup <item>, assuming you're in range to pick it up.

Is that a new feature? I'm sure i remember picking up multiple venom glands on a single hunt.
